From my contacts in the area, it sounds like November and December, the months you *don't* want, are the coolest. However, in January, February and March temperatures remain relatively moderate.
Velvet is always a fabric that could potentially overheat you-- even in winter, since indoor and outdoor temperatures have a wider range at that time.
If your wedding ceremony and/or reception will be held indoors, be sure to mention to the representative(s) of the venue that you DON'T want the thermostat up too high. Sometimes the management will think they're doing you a favor by keeping the temperature up a bit in coolish weather.
Sometimes the heat factor of velvet can also be compensated for, to some extent, by careful design details-- such as open necklines, contrasting (and lighter-weight) fabrics for sleeves and/or skirt, etc.
