The parents are responsible for the costs of the reception only if they volunteered to host it. If they didn't, then the bride and groom are responsible for the costs.

The bride and groom can register for gifts if they choose to do so, but they should not mention registries in the invitations. They can share the information verbally when asked, but it shouldn't appear in writing. Some guests will not bring a gift to a reception that occurs after the wedding and etiquette states that they don't need to.
