<  Dealing with Guests  ~  Guests invited to ceremony, but not reception

How do you word the invitations or the reception cards to let people know that not everyone that is invited to the ceremony will be invited to the reception?

Unfortunately, what you suggest is a MAJOR breach of etiquette. It is okay to have a small ceremony followed by a larger reception, but not the other way around. If you are unable to invite everyone to the reception, then you may need to reduce the guest list for the ceremony.
